Possible reasons for rejection could be:

• your credit card cannot be used outside your country
• the country you live in is considered a 'high-risk country' by PayPal
• you are using a debit card that is not supported by PayPal
• you are using a gift card that is not supported by PayPal

Please try to signup again. If you have another PayPal account or card you can use, preferably from another bank, please do. Your payment will most likely go through.
